to attend such functions hardly comes within the duties of the

Harbour Master but I would sulmit that, indirectly, it does as constant refusals are apt to give the impression that the Harbour Master is not interested and a feeling is created which does not tend towards close co-operation between this office and the Shipping Community. Although such functions may be classed as "social" they take place during office hours and it is at such functions that one meets and gets to know the

shipping community and is afforded an opportunity of obtaining their views on subjects in a manner that would be impossible

at an "Official interview".

Boarding Office (a)

Present Staff.

Proposed addition.

2 Boarding Officers.

One of the present Boarding Officers (Mr. Leigh) is detailed as Emigration Officer in which capacity he can afford little time to assist in the ordinary work of the Boarding Office. It therefore devolves on the Chief and 2nd Assistant Board ing Officers to carry out the following duties.

(a) Board all ships entering the Harbour.

(b) Allocation of buoys previous to ships entering the harbour and when allocated to makṛ them with a

distinguishing flag.

(a) Supervision of all Harbour Moorings.

(d) Examination of candidates (Deck Officers) for Board

of Trade Certificates.

(f)

(e) Examination of candidates for Coxswains' Certificates.

Harbour rounds at least twice per week to check vessels

laid up.

It will at once be obvious that two officers cannot possibly perform all those duties efficiently.
